Abstract: “As a Communications Authority of Local Press in the Process of Public Opinion Formation and  Local Press-Public Relations - Eskişehir Press An Application Case”.

The doctoral thesis in question has been carried out, taking Eskisehir as an example to provide development to the local press in Turkey, to determine how and which level local newspapers’ have functions in the process of forming urban and public opinion. Also it has been tried to determine the level of relationship between local press and local public, and how much local press realized its duty, responsibility and functions. Based on the data obtained from research, local press institutions have been adviced to provide a more qualified structure, supplying local publics expectations in the process of forming public opinion. On the other hand, it has been aimed to form a scientific database for the local press using the example of Eskişehir. The study has been carried out based on knowledge obtained from questionare applied to the local place readers in Eskişehir, interviews realized by local newspaper, observation related to public newspaper and theoretical knowledge. The relationship of local press and reader has been tried to examine on the level of public opinion during the study. Following this frame, the study has been composed of six chapters. All data obtained from the application are presented in the index as tables and graphics.
